 Simply follow the following steps to Activate/Enable Google Plus Mobile SMS Notification :

Step 1:Sign in to your Google + Account.Later visit Google Plus Setting Page.

Step 2:Under “Set delivery preferences” Click on the option “Add phone number”.

Step 3: Choose your country, enter your number and click Send for verification code.

How To Enable Google + Sms Notifications

Once you are verified you will be able to get your notifications via SMS.
